Changing The DR's Constitution? (Hipolito)

I have read on another board that the President to be (Hipolito) is talking about changing the DR's
Constitution. Has anyone any more information on this?
And is there a site were I can read the present Constitution?

You can follow these discussions on the DR1 Daily News page. The main focus is on the electoral provisions that were inserted in the 1994 constitutional revision. These are items such as the requirement for a 50%+1 of the vote, ban on presidential re-election, congressional and municipal elections held separately from the presidential elections, etc.

These discussions were spurred by comments made by the president of the Junta Central Electoral, not President-elect Hip?lito Mej?a who refused to discuss the issue when the matter when asked.

I thought this sounded very strange, after all the man is not even in power yet! and such talk of changing the Nations Constitutional.....He was very smart in refusing to discuss an issue of this magnatude!
