Hi!
We are aliens and residing here in DR with temporary residence.
Our marriage was in DR too (in the local registry office - estado civil oficina).
What step-by-step of divorce procedure and how it costs and takes time?

If you are both in agreement you can get a Dominican fast divorce. Here's the info DR1 - Legal
