Does Law 168 only apply to cars and trucks?

Does the import exemption for residents apply to motorcycles ATVs and UTVs?

Thanks. Does an ATV or UTV qualify as personal goods or are they something else requiring full duty on import? They do fit in a container.

However I believe I will need to ask a different question in the Living Forum.
