Back in 2016, the Congress and former President Danilo Medina enacted the Organic Law of the National Police. However, the law did not contain the required regulations. Leading jurist and the executive vice-president of the Institutionalism and Justice Foundation (Finjus), Servio Tulio Castaños Guzmán, was appointed by President Luis Abinader to chair a work group to assist in the reform of the National Police.
According to Castaños Guzmán, the obstacles to reform are rooted in the institution itself, which has refused to implement 21 regulations that are needed to bring about change.
