Notary in English

Looking for a notary who can certify a copy of my passport and write a specific paragraph in English. I found a lawyer in Santiago however their fees are $280 USD I nearly fell off my chair. I reached out to Guzman and they are struggling to find a notary as they said that the laws have changed recently.

The US Consulate provides notarial services in English. I have no idea if it is for anyone or only for citizens of the USA.

the usa consulate only does american passports...and from personal experience and being american was not easy.......

I don't think that a local notary is supposed to draft documents in a language other than Spanish.

That would very likely be true.

No private US notary can legally notarize something in the DR. They don't have the legal right to do so in a foreign country.

The US Embassy in Santo Domingo is the only place such a thing can legally be done since the US Consul in POP no longer offers such services.
(As far as I know....) Unless there is some loophole and a Dominican Notary can notarize something in English and that is sufficient for your needs.

So, the law does state that that notaries shall draft their documents in Spanish.
