Stormcarib.com has a great calculator for exactly that at https://www.stormcarib.com/closest3.htm . For us at the north coast the center will be closest to us around 4:30 - 5am. The heavy strongest rains extend about 100 miles from the center (with a forward speed of about 20mph, that makes torrential rain starting around 12 midnight). Regarding NHC the strongest winds are only in the NE and SE quadrant also give or take 100 miles from the center, so from around 5am - 10am it should get quite windy here.
