Franklin as a organized TS is going down and the wind shear right over our Island in it's path is 40+Knots, no way something will gain powers under such conditions.
But do not get fooled, stick to the NOAA arrival times and await exactly that at your home area.
It really does not mater that it is down to just 40mphr and may loose even more wind force, as the danger is by water, not by wind, and all that water is still out there, we just don't know where it will go and how concentrated or maybe more spread out once a center to move it together is missing.
At the moment, and since several hours, it is moving on 5-7mphr NWwards and on sat shots it is missing to be a powerful system moving things together around one center.
But such can change and the evening update may look very different.
I personally see it going down on powers, but that can look very different late evening, we have to wait to se the trend of changes happening over many hours, not just the one moment situation of one up date.
NOAA sticks to a TS to manage to survive as a TS a cross country walk.
We keep watching and at this moment we keep awaiting a TS with a huge water load over our each's home area.
As for the NOW present weather, since I came back home on the ranch from Higuey this afternoon, here at Vallegina it was and still is super calm, not a slightest bit of wind to feel, it is full cloudy and the same time very hot/humid. the rain we received been nothing to write about, a few short showers of just minutes eac, some strong with strong wind but then some minutes later all back down to calm and quiet.
the 2Km dirt road to enter to my house has only a few puddles, no real water on that road anywhere.
Sure I can imagine that the bad constructed/planned roads in Bavaro at their speacial sections like hoyo de friusa, friusa towards plaza bavaro, the road along el cortecito etc are "flooded", but such doe not happen due real strong rain fall, such always happens with any simple 20 minutes rainfall a hundred times per year, as those ingenieuros nowhere did leave the water any way to go to, just everything stupidly cemented and paved and not on any even level, lol.
Keep observing whats reported the next 24hrs, stay at home just in case and enjoy a nice home time with your ole house dragn or young neighbour lady, watch some netflix movies and enjoy some good drinks, just don't hang out far from home to not get surprised by what ever could come up surprisingly quick out of nowhere.
To me, looking on Sat coverage at this moment it looks fine, but that is not any rule to follow.
Better safe and comfy with good drinks/company/movie than sorry due poor common sense.
