Not very comfortable? Why? Most cruisers want one of two things in port, a beach or excursions to explore what is available. Out of Punta Cana for example there are several tours to Santo Domingo. I do not really see Santo Domingo as a cruise destination but not because it is dangerous or not very comfortable.
So why isn't it from your standpoint ?

I think Santo Domingo already has enough ‘cultural’ sightseeing's to fill a day of excursions. An artificial beach and some souvenirs/entertainment plaza could be easily planned close to the dock area.

The biggest challenge IMO would be to build all that in front of the rocky coastline in what looks to be relatively deep and unprotected waters.

When you think about what this country has done at Punta Cana, literally from zero to the biggest tourist resort in the Caribbean, starting with only a dirt track and nothing, I think to build a beach on the Malecon is very possible.

Dangerous was maybe exaggerated. Just not very comfortable. You mentioned the traffic yourself crossing the Malecon road. Cruise ship travelers like convenience. I don't think they are looking for too much adventure. I just don't think the conditions are there for it. Works better in La Romana, Puerto Plata and Samana in my opinion.
I don't think it's exaggerated at all if they were spending more than just a few hours at Port and wanted to venture out on their own. Take walking up Duarte (from ZC) to one of the busiest shopping areas in the country. Both Villa Consuelo y Villa Francisca, although packed with stores, can be dangerous day or night especially for nonSpanish speakers.

It will be interesting to see the details of this "Intergrated Plan".
One thing is for sure, whatever they do can't possibly much worse than what they currently have which is an absolute nightmare when it comes to vehicle transit times.

I've walked Duarte from Paris to Restauracion more than a few times during the day. Never felt unsafe. Annoyed? Sure.

By the way. I'll chose the acronym: S-DIP.

For those of us who live here it isn't dangerous at all. For tourists it would be though, they tend to walk around with their expensive phones in their hands, lots of jewelry etc.

I was on a cruise in Rio de Janeiro and we had multiple communications that we needed to be low-key, there was a lot of crime on the streets. They were actually stopping people from getting off the ship who had too much jewelry on or who had those hanging pouches with their cellphones. We did hear that a few were mugged though.

I don't understand why a new port. There are 2 in Santo Domingo now. If I was them I would improve San Souci and make a pedestrian bridge or shuttle boat that goes to the Colonial Zone side of the river.

A shuttle boat would be great in my opinion. During cruise season there are many ships. The tourists walk from San Souci and cross the puente flotante to get to the Colonial Zone. Others walk to Faro Colon.

There are tourists police all along the way. Always know when a ship is coming in. People are out early cleaning the street where the tourists walk.

Also, an easier way to cross the Malecon would be great. There is a pedestrian bridge up from Montecinos. One is needed further down and at the puente flotante. Just my opinions.
