DGM was completely packed on Wednesday. I got my number de turno and when I entered my number was already on the screen. I turned in a copy of my cedula and passport along with my old residency card and passport and was told I'd be called for the foto and finger prints. Five minutes later I was called. I them waited an hour and 45 minutes for them to print out my residency card. They need more than one person giving out the cards and more than one printer to print to print them out. At JCE, I had my cedula 10 minutes after the foto and finger prints.
About 3/4's of the people in DGM were Haitians. Never seen so many before. There doesn't seem to be any dress code anymore(?). I saw quite a few, mostly gringos, wearing shorts and their best Chinese T-shirt. There really needs to be another DGM in Santiago.
