In my opinion, the best D.R. debit card for foreigners, from the point of view of the simplicity of the application process is Banreservas.
This is because no documentation is required, at least for U.S. citizens, only three forms of identification:
1. passport, 2. state driver's license or identification, 3. copy of original social security card (it will be in color).
Customer service fills out all documentation and you sign. You pick up your card (with chip) in less than a week.
You have to maintain a balance of RD$ 2,000 to avoid surcharges. The initial deposit is RD$ 500. You pay NO surcharge at an ATM and this includes BHD ATM's, as they are linked.
And you can save money. Instead of taking out a large amount in order to avoid the fee, you can take out unlimited small amounts, say RD$ 500, with no surcharge. Easier to budget.
Getting the online account up and running is a MISSION. With a few return trips to the bank to solve problems, I now have access with no issues.
