No clue. EDEEstupido doesn't say shit to us. Just turns it off at random times for random times. If I was a citizen I would be furious. Well, I am furious but as a non-citizen the only thing I can do is move out.
Check out this guy

The relentless complaining wrt the power cabal is mind bending. No one, honestly, would move to a third word country without some sort of preparation for these infrastructure issues. It’s not like it’s just the DR. However, if your world travel has only included a trip to the observation deck of the ESB and Myrtle Beach South Carolina, you may have overlooked this one. The DR has had rolling blackouts for decades and please make sure to include some basic human business continuity planning in your grand retirement plan. For USD1k you can get yourself set up with a simple battery backup system that will even run a medium sized fridge for a few hours during one of these well known outages. Imagine that! Some basic 6th grade level planning and you would never have to be complain about mosquitoes or no light ever again. Another surprise is that you are actually charged for the power you actually consume during non outage periods. Unless you threw a dart at a map in your favorite redneck natural lite and hot wings joint, there’s no reason why any of this cannot be prepared for. If these simple solutions are out of your budget, West Virginia is offering substantial property tax rebate and small business loan incentives for retirement relocation.
