The bridge has a base layer of asphalt on it. Are you sure they've put on the top, finish layer?

Cangrejo bridge closed due to major structural failure.

maybe they put the top layer on first here and base layer second here in wonderland
There is a video on FB showing what appears to be the finish layer and the lines have been painted

It don't matter to these guys. Base layer, top layer...all the same to them. It is paved to the top of the concrete where the expansion joints are so that's it for paving. Also no waterproofing on the bridge before asphalt either. Lucky if they sprayed on a tack coat.
Good asphalt is the waterproofing, although they do make asphalt that free drains for environmental reasons but you won't find that in DR
