Is there a way to find out someones name if you have their cedula number...? This is not for anything unethical. I have an unreadable signature along with a cedula number on a reciept for a business transaction...

The Junta Central has that info. Also, there is a govn't website to look up a traffic summons by cedula. If anything is due a name also comes up.

https://dgii.gov.do/app/WebApps/ConsultasWeb/consultas/ciudadanos.aspx This doesn't always work though. I've put in a cedula that I know who has it and the name didn't come up. Other cedulas, I do see a name. But, worth a try

I tried it with my non-voting cedula and it came back with my info. No picture, though.
