Pardon my french, but what is credit card as opposed to debit card?????
Do the bank send u a bill, or do they debit ure account, in said bank??????

I use a mstercard, it debits my account every transaction on a french account( and a 5 € fee). How do u get money to ure dominican account and at what price?

A debit card does debit your existing money from your account automatically when you make a purchase
A credit card allows you to make purchase on credit that you then pay off either each month or over time.

There are various ways to open local accounts and fund those accounts and that question is very open ended. There are other threads on how to transfer money to DR accounts using checks, wire transfers, and other third party money transfer services.
