They are buying votes, of course! Sometime they give the money to someone who will vote for the other party and in exchange for $$ they must hand over their cédula. In other words a no vote for the opponent is one more vote for the party of the person paying.I saw lots of $1000 pesos being passed around by a group of young men in the alley near a voting place early this morning.
