The article quotes Aerodom, so those would have to be the number of passengers that missed flights boarding here in the DR. Also, PUJ was not included in the list of airports in the article.
Looks like we will have to multiply the total by 3?

I flew in this morning. Here is what happen. Jet Blue JFK. No body was asked to show an e-tic to get a boarding pass or any other type of pass. Since I had one I asked the agent at Mosaic. She said they have no direction from managment to ask..."That will be looked at on the 'other' end".
In SDQ I was asked at customs. They have a picture of the Q-code pasted on the desk and if you don't understand them they just point their finger. Two ladies manning the scanner. Then asked if I had 10k, I made them laugh and they wished me a goood day.
That's it.Oh, I didn't see any paper forms there come to think of it.

There are no reports of anyone coming into the DR that is denied flight and entry for no E Ticket. Leaving from the DR , yes. The DR Govt. is not that stupid to enforce this for tourists coming into the DR...................

Agreed. But a couple of questions: I didn't see any paper forms at immigration. Did I miss that...for entry?
Note: Our gate was right next to the gate for Jamaica . Like one on top of the other. I did observe. an e tic WAS necessary for them to board.Agent came around about a half hour ahead of boarding and checked.
And....In your opinion why would anyone not want to do an e-tic?

Like I said leaving the DR they are enforcing the E Ticket, coming in NO. And in answer to your last question one simple answer of many possibilities is that someone in another country may have NO idea even what it is. It is not advertised all over the world like it is here........................

Not stupid at all and they know they'll only have to make an example of one tourist and sent him back on the next flight and that airline will never let another passenger board w/o an E-Ticket.

Boarding YYZ to PUJ, the gate agent called everyone up to show proof of both vaccinations or a negative Covid test.
I asked about the E Ticket, she had no idea. I sat down, boarded a bit later, and was not asked for anything.
My husband was not asked for anything on Tuesday.
People went past me and exited to the taxi stand in PUJ without being stopped. I was stopped and an agent scanned my E ticket.

Yes. It is hit and miss with them. Some agents are asleep at the wheel or have visions of being a bachata dancer. I’m sure I could have passed customs without the scanning if i didn’t stare at the two agents that were talking to each other. I was first off plane and nobody ahead of me at immigration. The other lane at customs didn’t have an agent on it but I delayed a second and I looked over and she saw me. 🤗

When did this requirement from the airlines start to enter the DR?

I should add that in the long line right off the tarmac, there was a PUJ airport official directing people with “vaccinations/vacuna” to a separate line. Some people stopped to try and show her a card, but she just waved them on. I didn’t worry because I had found mine in Toronto. The immigration officer didn’t ask me anything about vaccines. There was no point in this, just as in Toronto.
But it did scare me because there I was almost ready to board without my vaccination record handy. I logged in, found it, and took a screen shot. I never did need it.
Anyone unfamiliar with the DR or inexperienced might have been quite thrown off by this. It could also cause delays.

A friend of mine just flew down today on American from MIA to POP. He was asked to show the E-Ticket in MIA and aduanas asked to see it here at POP.

Like Dylan said - "the times they are a'changin".
