Who's ignoring the rules? Discussion above is people attempting to clarify exactly what the rules are.

Agents do not say/explain anything. They just scan passports and give us an old fashion paper boarding pass.

With all due respect, do you honestly believe that there is a link between airline ticketing and a "Dominican E-Ticket"? Please think about that.When this happens it's usually because they need to check a document at the airport before you can be checked in, so it may well be to enable them to check that you have a Dominican E-Ticket.

Hi cavok, You actually identified the issue in your first sentence, "Except for the current software glitches". There are several threads on this. I just got back a few weeks ago and can attest first hand - the forms works for some people , not for others and when using very common platforms (e.g. Chrome, FF, Safari on Windows, Mac, iOS & Android). The system is just poorly coded - tons of software glitches plus poor testing across different platforms. Also, Areodom promised internet in the airports for people to access the system to complete it there but the Wifi has been saturated where you cannot logon. People are missing flights because the staff at the airports are caught in the middle - they're not supposed to let people through without it but the system is broken (actually, see posts below - it's actually offline now as of this writing). It's a typical rookie way of addressing an issue - throw something out there without thought of design, test etc. and considering other 'downsteam' issues - nand then try to solve the problems later.Except for the current software glitches, I really don't understand the resistance to the E-Ticket(?). I've always hated filling out those little pieces of paper. I filled out an E-Ticket on my laptop for a friend of mine because he couldn't get it to work on his iPhone. It was a piece of cake. Easy peasy.
For those that don't already know, there's an app called "Mobile Passport". You can fill out all the info that's required by US Customs and Immigration while you're sitting at the gate waiting to board and avoid having to do it at those kiosks before you enter Immigration.

Maybe 12 different versions. Spaces, no spaces, month first, last, date the same, dashes , no dashes.. BTW- everyone is calling this an "E - Ticket". It's not a ticket for anything. Airlines issue ETickets (for years) instead of paper tickets. The new online form is an online immigration/customs webform by the Dominican authorities.

If the tread title is regarding the former (new form of replacing blue form) the subject title is miss-leading. Of course you can enter...just fill out the blue form (at the current time this is the case).
"See agent" is usually because for international travel of a ticket bought on line (aka e-ticket)agent at airport needs to scan your passport. That agent is not concerned at all about the "blue form, white form, changes, DR1 debates, or other matters not concerning identity or the ability of the passenger to travel internationally.

Nope. I am not allowed to "print" ANYTHING online.This is correct
When/If you print your boarding pass online and pass thru screening to your gate,
they call you to the counter to scan your passport.

This is the website which airlines use to check regulations which apply to each country. Click on Dominican Republic on the map. It says "Passengers must complete an electronic ticket at https://eticket.migracion.gob.do , this will generate a QR code which must be presented on arrival.
If it's on here, airlines will stick to it.
I travel monthly from the US...never once has the e- ticket been required. It has never been asked about.Johne was suggesting that airline check-in agents would ignore the IATA rules which say that an e-ticket must be produced to enter Dominican Republic. The same check-in staff who don't ignore the rules for all other countries that they check passengers in for.
