It wouldn't have mattered if she had seen him coming from a quarter mile away. What could she do? She doesn't even know his intentions when he is driving down the road towards her. Once you're caught out in the middle of no where, there's nothing you can do if you are not armed...and even then, that doesn't she would be able to show up to gun fight with a knife. When someone is coming to rob you with a gun, an you're walking down a dirt road far from everything, all you can do (not knowing his intentions) is just hope for the best. Opportunity in a robbery is everything, and this motoconcho clearly had his potential victim right where he wanted her.

True. Being able to ascertain that you are in a vulnerable circumstance, is the first step to getting out of one, or even better, not getting into one in the first place.

It's obvious, the OP didn't know the risks associated with a single female being in a deserted and the somewhat secluded environment of encuentro. Now she does. There are many more such scenarios she will have the opportunity to recognize and avoid the longer she stays here.

but I was first offered a ride by the motoman - who has jumped on a moto so to speak without knowing who they had jumped on with(must be loads as they seem to ask everyone , so presumably they get a lot of rides) and every moto is a stranger until one finds a good one

Actually ive never been on a moto as I value my head , but in theory.

There is general safety in numbers. Yes the surf schools are still in operation at the west end of Encuentro. There are usually a few people and other vehicles around during business hours. The further east you go, the fewer people you will encounter and the more transient they are (ie there one minute, gone the next).

Use common sense. Lock your car, don't leave anything of value visible. Speak to someone at the surf school closest to where you wish to park and ask if you can leave your car there. Offer a small propina for taking up space and ask them to keep an eye on it. The former is really what the propina is for, the later probably won't be necessary.

There are "squatters" living in the abandoned buildings to the west but I have never seen throngs of people loitering about.

You should never walk alone in non-public area at night. If it feels uncomfortable that is your sixth sense telling you something is wrong.
A gun makes a little Dominican punk feel like a real tough guy and being a thief here seems to bother almost no young Dominican man's conscience.
So use caution and enjoy the life in DR. If it does deteriorate further then it's time to think about leaving.
We are not there yet but if it does get there, a lot of of us extranjeros will be looking to find a safer place.

Conscience? They are VOID of Conscience. Results of NO EDUCATION, and POOR FAMILY VALUES. THE FAULT OF THE DOMINICAN 1%, MEDIA, HIP HOP/REGGATON CULTURE and POLITICIANS

Encuentro News from the court

Google Translation:
Sentence of the civil court of Puerto Plata orders the Procurator to give the help of the public force in Encuentro
By caba8255 - February 15,

Judge Nassin Ovalle on the descent of the Encuentro beach
The Procuratoria of Puerto Plata failed the sentence 271-2018-SSEN-00588 of September 26, 2018 where they had to give the help of the public force to open the old road of Encuentro beach. The sentence came out in favor of the association APRODELAPEN that defends the old road of Encuentro that gives access to the beach Encuentro famous for surfing.

The Calpe company in its desire to privatize the beach, closed the old road, illegally evicted surf schools and built 4 schools that operate illegally on Encuentro beach. All that in the 60 meters public domain.

In front of a procuradoria that does not want to act, the attorneys José Ramón Valbuena Valdez and José Alejandro Jiménez Almonte filed a complaint against the Puerto Plata attorney's office to force the attorney general to comply with the public force.

The Calpe company made a voluntary intervention for this process and Judge Nassín Eduardo Ovalle Estévez declared null and void the procedural actions of Luis E. Peláez Esterlin and Luis A. Peláet Esterlín, and / or Mr. Sigud Sandvik, for not have the due power to act in justice.

The ruling in the referral lawsuit favors the APRODELAPEN association and orders the attorney general to give the assistance of the public force and an astreinte of RD 3,000 to the prosecutor Oswaldo Bonilla as of 3 days after the sentence is notified.

FAILURE :

FIRST: as to the merits, it partially welcomes the demand in referral in concession of public force, and consequently, orders the Fiscal Procurator of the Judicial District of Puerto Plata to arrange the assistance of the public force , to the now demanding party, to order to carry out the total execution of sentence number 271-2018-SSEN-00588, dated 26-9-2018, issued by the First Chamber of the Civil and Commercial Chamber of the Court of First Instance of the Judicial District of Puerto Plata .

THIRD: imposes the Prosecutor of the Judicial District of Puerto Plata, Lic. Osvaldo Bonilla Hiraldo, the obligation to pay an amount of only Three Thousand Dominican Pesos (RD $ 3,000.00) , for each day left without complying with what is ordered in the first ordinal of the present decision, from the three calendar days after notification of this decision.

That ruling is a victory for the community of Cabarete that has always been harmed by private investors in complicity with corrupt authorities.
