Cedulas are used for legal identification for business transactions, voting, etc within the country. There is nothing at all new about every DR citizen and legal resident having a cedula. What is new is the linkage of databases over time and this new much harder to copy cedula so Haitians cannot get forged ones as easily.All part of tracking where and what you do - maybe they will make you scan it to prove you are worthy of entering DR
If it let's you pass immigration lines I say OK.

I need to renew mine in a few months after the 10 years so I will see if I get the same number.That’s what I thought, but if you look at the back of the new cedula there’s a spot for “old cedula number”

Since this is at the whim of the government, I suspect you will get a new chipped cedula with the same expiration date as your current one.I just got mine for 10 years last year. I sure hope they don't make me pay again for this new one. And, for 22 years with all the residency stuff my number has never changed.
