Getting additional investment and financing could be easier for her. Heck, it could be the world’s first golf course with the name Oprah.
No doubt her name and fame have cache.

But has Oprah signed onto this golf project or are you just suggesting a prominent 70-year old black person with money, who does not golf (despite embarrassing herself with Clint Eastwood at Pebble Beach), nor does she speak Spanish would dive into this investment, instead of say doing the same in Hawaii where she owns 1000+ acres on Maui, just because there's a skin color and female connection?
Doesn't sound like a wise investment motivation.
However Oprah could loose $300 million and not miss it so stranger things have happened.

This type of project might be able to speed up the time of completion (no doubt it will be done by stages and the golf course itself doesn’t need all 18 holes built at once, many golf courses start with 9 holes and several years later expands to include the remaining 9) if it can get the interests of high profile people.
Usually you need a famous golf architect like Ross, Dye, Crenshaw, Trent Jones, Fazio or Nicklaus to design a course. Just their name on a course creates interest. And they are more purist for championship 18-hole courses.

Yes there are a few famous 9-hole courses like a lot of links courses in England & Scotland (maybe because they're lucky to get 2 hours of decent weather) - but they're outliers, although there is a rise in popularity where there are land constraints.

To design a resort to open around a 9-hole course seems to me a bad idea and screams "under-funded", even if future plans are for 9 more.

For example, Oprah. Despite she’s now retired from her show, her popularity and influence is such that she’s the type of people that say “go here” and many people will do that, she says “buy this” and it will get sold out, she gets a place here and many people if they can’t get a place will vacation where “Oprah has a vacation home.” Plus, the DR isn’t that far from the places in the US where Oprah has residences and she has never been to Samaná. One of her close friends lived or still lives in Greenwich, Connecticut and she found her way there a few times. The DR isn’t that faraway.

I hope Oprah tells her minions to go to Punta Cana, but Semana would be OK as well.
