Foreigners Prohibited as Permanent Employees in Dominican Government

Earlier this December 2022 a new resolution (362-2022) was put in place by the Public Administration Ministry that prohibits Dominican government institutions from hiring foreigners as permanent employees. I have yet to check if this ban applies to all foreigners or the illegal immigrants only, but it appear Dominicans* are the only ones that can be permanent employees of the Dominican government.

Also, despite in construction and agriculture employees are overwhelmingly Haitians, in the overall Dominican economy foreign employees make up 8.7% of all employees.


* Foreigners that have naturalized as Dominican citizens are Dominican, thus this ban doesn't apply to them.

I'd guess that citizenship comes easily for a foreigner the govt. wants working for them.
