Anyone using an emergency number in the DR will end up in a Funeral Parlor waiting for a response.............

I'm sure there are those for whom this is a very convenient feature. For me, almost all of my contacts, as well as businesses, farmacias, doctors, contractors, and restaurants all have a WhatsApp number. There are some times when it would come in handy.

Here in the DR yes. WhatsApp isn’t as widely used in Canada. That’s why I wanted the app, not for the DR.
