Misleading Article ! The Motel they are building is not even closed to the malecon. And when did you see a tourist last time at the Malecon. ? From Maximo Gomez until to the "Obelisk" it's serves (well) for Dominicans at the lower income level to have a great time on then weekend.
I don't do it a lot but when in the ZC I enjoy walking the Malecon.

I still think it's the place in the blue square. Looks like a motel to me.

I think you’re right. I know that street well (unless it’s changed, there is no entrance to Independencia, it was blocked off for decades), my BIL owned a nice house years ago down the far end closest to Independencia. Last time I was there the homes were gone and tall condos/apartments were there.

Of course, no one WANTS this in their neighborhood, but the Queen is already there, with the ubiquitous “ladies” strolling the malecon.

The Vicioso should had bought that land when it was an unbuilt lot. Turn it into some sort of garden or expand the property to include the "new" land or simpky own it and leave it undeveloped. That would had avoided this.

Yeah, I used to visit Robert when he lived there. I always told him to let me know when he was moving out because I would have loved to rent it. He was always having issues because he's not a maintenance kind of guy, but I would have had it in great shape.

If the city government didn't authorize this construction, then there is a place for bulldozers to go any day now (preferably late at night or very early in the morning before the construction workers arrive) since they have work to do.

The city government irregularly authorized the construction, violating their own resolutions that specifically said the construction could not be built at that site nor elsewhere on the Malecon. Despite Mayor Carolina Mejia and Secretary General Ricardo Ayanes of the city government knowing the construction is in violation of their own norms, they have not taken actions they have agreed to stop the construction that is proceeding at full speed ahead. This is not any street. It is the Malecon, the most iconic road in the capital city. If the Mayor wanted, the construction would be stopped today.

The construction is by Chinese investors. A search online reveals that the lawyer who arranged the company that is building the motel is the legal advisor of the National Lottery.

That is facing the malecon as shown in post #9.

At 12:41 you can see the corner of the stone house with the red tile roof.

If he is the "Director of Planning for the ADN," then he has no jurisdiction outside the National District. The malecón of avenida España is in Santo Domingo Este, which is not only a different municipality from Santo Domingo, but also a different province (Santo Domingo province vs National District).

To put it simply (though not always accurate as in the kilometros there is no such thing), whenever you cross the Ozama, Isabela or Haina rivers, you are either entering or leaving the National District.

This bit of the Malecon they are talking about is in DN, if you're heading out of town towards San Cristobal it's on your right. Before you get to Luperon I think.

See links from Almuerzo de Negocios and Diario Libre on the development of the story of the city government violating its own norms and resolutions and allowing the construction of the motel on the Malecon. The neighborhood groups have been battling the motel for more than eight months now.
