Government defends public-private partnership for vehicular inspections

I'm having trouble figuring out how failing to believe in "global warming" relates to the subject if this thread.
But it wouldn't be the first time I don't understand a posters motivation for just throwing up a post that is the equivalent of a "hail mary" pass in American Football.

To many cars here already.
More cars, more clutter, more traffic, more noise, more accidents, more death, more junked vehicles, more polution, more eye sores. Rinse and repeat?

Tho I do not believe in global warming or whatever they are calling it these days, I do believe in moderation..
as in too much of anything is a bad thing.

The DR needs to put a cap on the number of vehicles it allows to be imported into the country each year which is far more important then a car's year, make and model in my opinion.
Otherwise we may end up like Puerto Rico where they have more cars sitting around than they have people to drive them.

I only rent a car when I need to which is rare so I've really no dog in the fight.

Presumably a 7 year old vehicle would have a lower price point and allow people to trade up. Their current vehicles could then be sold downstream to hopefully help replace many of those 80’s Corollas that ply the moto concho routes. Those vehicles which quite literally only have scrap value could be retired and recycled.

Clearly the old inspection process was unsuccessful……and a new approach to the problem should be put forth.

What drstock says is correct. In the UK there are thousands of testing stations for what is called MOT and these are normally within an existing motor service business. Every year an owner is obliged to obtain a certificate of road worthiness before paying his annual tax for the sticker on the car. In the small city of Canterbury,Kent with a population of less than 160,000 there are about 60 such testing stations. However ,the law clearly states and motorists are often advised of this, that it is the responsibility of the car owner to maintain his car in roadworthy condition. An owner can lose his drivers licence or be heavily fined if it is found that his car is on the road in a condition that is not road worthy . It is true that there are not road blocks but if a driver is pulled over for any reason at all ,there is a great possibility that the car will be checked.
You barely see it here in NC but from time to time you will find piece of junks on the road that are in worse conditions than the carros públicos of Ruta F in Santiago City.
Couple years ago a junk was abandoned Infront of my house, I reported to the police, the police came and I asked if they will towed away, the cop told me that the lady who owns the car has some many tickets and citations that they not longer will do another one for expired license plate and insurance. The next day someone showed up and replaced the flat tire and drove away.
Can you believe that?

The purpose of the inspections IN THE 🇩🇴 :

"These are intended to remove from circulation the vehicles that are not fit to be on the road."

1. more traffic - that is a function of a lack of roads and the desire of the 🇩🇴 population for private overland transportation
2. more noise - actually less noise if the vehicles being imported are newer and well taken care of
3. more accidents - actually less accidents if the newer vehicles being imported are well maintained and driven with skill. Safety features will be more robust on the newer vehicles.
4.. more death - see number 3
5. more junked vehicles - of course

Point well made but I still think too much of anything is a bad thing. Yes, I am very concerned about the accumulation of junked vehicles, trash and pollution (spelling noted) within this small country and no...
I'm not at all concerned about global cooling, global warming, climate change or whatever them/they or it are calling the weather these days.

I understand what the intended outcome should/ would be if this public-private partnership for vehicle inspections were taking place in a developed first world country however...
bribes, corruption, favors, selective enforcement, failure to comply, the right connections, ect.
I think you get my point.
