You are only referring to a particular type of "tourist" that may necessitate the need to be out an about during extended hours.
I believe this administration's response was more in line with domestic travelers/vacationers, as opposed to foreign nationals visiting.
I really do not believe this extension of +2 hours has to do with the casual visitor to Zona Colonial or the whoremongers of Sosua.
More so, to address the internal conflicts that have been occurring with Dominicans who have, possess, and want to spend money visiting other locales within the nation, for the time being, until this Plandemic nonsense is behind us.
If your particular holdings rely on this former type of tourist, it well may be a while before you see the return to your level of expected normalcy.
For now, you will have to adapt and adjust. There are gains to be realized.

What about casinos, bars and nightclubs, which are not allowed to operate under current resrictions.

The casino on Calle Del Sol is open here in Santiago so are some of the neighborhood bars.
Nightclubs remain closed. The only one's that are going to reopen when they decide to "allow"
it to happen... are the one's laundering money, the rest are toast.

While nightclubs are still prohibited by the government from operating, their impact on tourism is minuscule at best.
There are bars/restaurants that are open, with social distancing and common sense in order.
While full scale casino operations are still not functional, smaller scale 'banca de deportes' are indeed operating.
While I believe things do need to return to normal NOW, SOME persons have adapted and adjusted to the rules in effect.
What I can guarantee you is, that municipalities or sectors that cater to foreign residents/occupants/overstayers will be slower to return to normal, only due to the Doomsday Davies and Crazy Charlottes that occupy those particular places......and tend to complain/gripe/and know what's best for everybody else based on what occurs in their home nations......thereby spoiling life for the normals.

Correct but its all part of the big picture, as restaurants, bars and nightclubs are all part of the local economy, which has to be suffering greatly along with tourism sector.

The "big picture" has changed for the time being.
Neither my choice, nor my preference, as 7 months of postings have asserted.
Those with vision, and a desire to succeed, MUST look at the "smaller picture" of what is possible, and work with it from there.
Adapt and adjust, if you so choose to survive.
