The thing about science is that it evolves as new and different data becomes known and proven.
Insisting on sticking to outdated thinking is the mark of wanna be pseudoscientists. Real, actual, educated, scientists and experts change their minds and opinions all the time as things change.
Turkmenistan is now the first country in the world where a COVID vaccine is mandatory for those 18 or older. Apparently those under 18 must be immune from the virus.
And the vaccine is either the placebo Si No Vac or the Sputnik. Of course they do this……even after the country has not reported a single death from COVID. Interpret that how you will.

Abinader and his government want Dominicans to get vaccinated, to protect Dominicans and their communities.
If they had balls, they would only allow twice vaccinated tourists to enter the DR.
Talk to your high level US contacts (or were they Estonians?) to issue visas to twice vaccinated Dominicans,
