There has not been an official announcement. Nevertheless, legal advisor to the Presidency, Flavio Darío Espinal and Interior & Police Minister José Ramón Fadul have confirmed the government will not be requesting an extension of the National State of Emergency that expires on 30 June 2020. The government had until Thursday, 25 June to request the extension. The 5am to 8pm curfew also expires on 27 June and does not appear that it will be renewed.

As reported in Diario Libre, Fadul said about the state of emergency: “It will not be extended, but the measures mandated by the Ministry of Public Health will continue to be applied.” He made the comment when leaving the ruling Dominican Liberation Party (PLD) meeting of the central and political committee members on Thursday, 25 June.

Espinal had responded to an inquiry from Diario Libre.

So everything can open in July 1? Including beaches, restaurants, discos, the border, wearing masks no longer required, etc?

Does the Minister of Health have any legal power to control people's actions after declaring his own form of pandemic emergency?

el uso de mascarillas siguirá siendo una cuestión obligatoria para los ciudadanos.

Masks and social distancing will continue like pretty much the rest of the world (that's how I understand it)

That is what I am trying to find out as well. What measures are continued and do they have any legal basis. The details are very sparse.

The former President of the DR's Supreme Court mentioned the Health Minister could not legally impose fines on people for not wearing masks.
Of course this is the DR and what is done legally is not always relevant.

Aside from masks, does everything open on July 1 including beaches, is my basic question.

Not sure about fines, but a strong recommendation? If stores won't let you in as it happens stateside, you pretty much have to go around with a mask.

I have no idea, it seems that they purposely leave people in the dark. How will Phase 4 steps taken if Phase 3 hasn't even been reached ? The president should address the nation and clarify.

well it seems they are welcoming turists on the 1 of july and I find it dificult to see them keeping the turists off the beachs. But then el uso de mascarillas siguirá siendo una cuestión obligatoria para los ciudadanos. turists are not citizens, good thing neither am I

It was just a week ago that they said that we cannot move to phase 3 due to the situation, and now that is forgotten and we just go to phase 4 conveniently before the elections?

My wife was watching the news yesterday and I heard that Danilo was supposed to speak at 6 pm but nothing happened? Not sure if this was correct?

That is exactly my point.

What stores do on their own initiative isn't part of my question.

My question is what will be the legal restrictions on people and businesses after July 1.
Some people think that the Minister of Health can maintain the phased reopening plan and I disagree with that assessment.

I think the PLD has more pressing matters at hand to worry about.

Any news on what can legally be done regarding requiring masks, etc, and the potential "reopening " of everything July 1?

The health Minister is supposed to speak at 4:00 this afternoon to outline the protocols and what can and cannot be open given the "state of epidemic"

I bet he says this: Seems like there will be some disputes and depbates if a "State of Pandemic" continues to allow such restrictions:

SANTO DOMINGO.- As President Danilo Medina had announced in his speech, the Ministry of Public Health, protected by the General Health Law 42-01, will carry out an official declaration of sanitary emergency in the country ”, to continue facing the pandemic later to get out of the state of emergency. This resolution that declares the national territory epidemic provides for a series of measures that aim at the suspension of economic, social and recreational activities from 8:00 p.m. until 5:00 a.m. every day of the week, with the exception of the following activities: Health and pharmaceutical services. Private security tasks. Press offices and other media. The provision of energy, water, telecommunications and solid waste collection services. Industry work that involves working multiple shifts or 24 hours, but does not involve contact with the public. Hotel services and other lodging places, as well as restaurant services and other food places, always in compliance with the protocols established for tourist and culinary activities. The work of the mining sector. The transport and distribution of goods, supplies and fuel. The work carried out in ports and airports. The work of free zone parks. Construction related to sanitary infrastructure. Funeral services. The provision also indicates that any company that exceptionally requires work at 8:00 p.m. at 5:00 a.m. and that is not within the exceptions of this provision, must have written authorization from the High Level Commission for the Prevention and Control of Coronavirus. During the hours referred to in the provision, work will be allowed for both the assembly and the celebration of the next presidential elections and proselytizing in the open. As they are considered particularly sensitive sources of contagion, the resolution also prohibits the following activities at all times: Face-to-face education, primary, secondary, university, labor technician and any other subsystem that involves agglomeration of people. Casinos, bars, discotheques, clubs, movie theaters, theaters, gyms and any other establishment of the same nature. Commercial, cultural, artistic, sporting and any other events that promote concentrations and crowds of people, such as fairs, conventions, concerts and other public shows. Sports or other events in stadiums, sports palaces, sports arenas, galleras and other places of the same nature. All health and management protocols for those infected with the coronavirus will be maintained.
