Gun License Renewal / New Rules

For a nice horror story ... : My elderly neighbor asked a couple of years ago if I wanted to buy his .357 revolver .. ( Smith & Wesson ) ..
Ok so .. off to Santo Domingo we went , had a " facilitator " help us , at the recommendation of my attorney . Was maybe going to cost 1500 for him ?
Then there was the pee test , and the other tests .. the transfer tax .. the visit to ballistics , where they charge you , but they do not fire the gun , as long as they had fired it before , * but charge you full boat * .. then off to the large ugly building to deposit the pistol , for maybe 2 weeks they told me why they investigated my cedula . Apparently the Venezuelan's have been the " bad apples " with fake Dominican Cedulas . I have a " Dominican Cedula " so wait a few weeks , a call from the " facilitator " needs some more money .. a few weeks later the same thing .. then finally I quit paying .. Now it is 2 years later , with the help of a media friend .. my attorney states the gun can be picked up . I paid all of the fees and all of the transfer fees, taxes etc. , almost 20,000 pesos including the " facilitator " . . which was equal to what I was paying for the gun , as the neighbor , was almost willing to give it to me for free to take it off his hands etc. At this point I think I am just going to let them have the gun , and try to buy a shotgun .. which used to cost around 85,000 pesos , but now I am sure more like 140,000 ? Pistols will require annual hassles and tons of fees and trips to Santo Domingo .

I have never complained about ballistics test since I live 10 minutes drive from the ballistics lab, and all my renewals were smooth and fast, including the last year with Covid crap... never minded the pee test either. But now what, annual shrink, annual shooting range, annual pee test, annual notario and procuraduria (!) and additional support documents, annual ballistics, WTF? I believe that to apply for Dominican citizenship they require less documents than to renew that fcucking license now. I already miss PLD Government, really.

Several shops that sell guns are nearby that probably can escort you through the whole thing in half a day for a price, as they did with me 20 years ago when we first applied and bought. The new regulations are almost the same as new buyers 20 years ago.
I guess that I could do the same but being on the north coast, I would like information about the process also.

First of all, I don't need any gun shops to help me. And there is nothing to escort you thru, you start the process online now on MIP site and submit the documents there. What happens after — nobody can tell you at this point. And to ask about new ruless I need to go to MIP (that tall ugly building), not to the ballistic lab anymore. (Actually, the lab is under investigation for corruption too now). And I will go to MIP myself to ask all those questions, but not now, probably mid-June when things cool down a little bit there. Because right now it's a zoo there, did you see the video I posted earlier? Watch it:

There are crowds of people in MIP building who can't renew their licenses since last year, and the situation is a total mess. I don't want to waste a whole day there now, because as new rules are just implemented, maybe in a month or so there will be some changes or updates again, so I will go closer to my renewal date.

What I am asking here is if somebody actually went thru the renewal process recently or going thru it now, to hear his first hand experience. Once again, I don't care what gun shops say, what lawyers say, what some helpers say, what people in the street say. I want to know what exactly was the renewal process for somebody who started it after March 15th. I hope now it's clear.

I believe we’re heading to a bigger push for population disarmament here in the DR.
The gov keeps amplifying external cases to make a point of where we could be headed here in the DR.
And by the looks of it, things are getting worst in those target countries and supports their point much stronger lately on a daily basis.

Just an update. As I predicted, PLD mafia was removed from Firearms Department just to be replaced by new PRM mafia.

There are multiple reports that legal gun owners, especially those who come from other cities, are being extorted for 10,000 pesos bribes to renew their licenses on time.

The current requirements for an annual ballistics check which is ridiculous. an annual drug test report, a recent police report, a notarized document stating why you should keep your pistol, a psychiatric exam to determine if you are crazy enough to keep a pistol, and let's see what I have I forgotten, ah yes, paying all the fees for those things and then paying the Psych Doctor Again who should not be paid separately resulted in a successful license renewal. Of course the license was back dated to the previous month of expiration.

My conclusion is that the ludicrous pilot plan for renewal was just an exercise for which if you followed all of the inane steps you would get a license. Nobody knows how long they will keep this "pilot plan" up and running horribly.

NOTE: I arrived at my appointment for my license and was kept waiting for about 4 hours to receive it. I was in a room with about 50 others who might still be waiting... The procedure was certainly the most incredible I have been through to accomplish such a simple thing. This is truly and ONLY IN THE DR situation. Two separate trips to the hell hole of Santo Trafficjam for his nonsense.

Very glad the US army was a good teacher on self defense....you dont need a pistol...carry a knife, keep a ball bat and flare gun at home.........

In the US the laws are varied and in some states flare guns are legal on boats but illegal in cars.

There was no such question in my exams. Not the first one for initial licensing, nor in the one recently.

I had questions more relevant to an actual exam. For example, is there a history of mental illness in your family, are there addiction problems (Hey I passed the drug test) and more questions like that. No questions about loving family members were in it at either time.

Flare guns don't need a license. (BB Guns do!)

Right. Of course your training helps. I do have a comical flare gun story I was told.

But going to a gun fight with a baseball bat or a knife? Ask the Canuck in Cabarete about that one. He is very lucky none of the bullets that hit him hit anything vital and that he could fly to Canada for "free" medical care.
