The Montana group has since expanded to include two powerful political alliances, including that of the president of the Senate. The group has elected a president and prime minister, a kind of legislature, and an oversight body.

Brian Nichols, the assistant secretary of state for Western Hemisphere Affairs, who handles U.S. policy in Haiti, has encouraged negotiations between Montana Accord members and Henry on a consensus path forward. Such negotiations are built into the plan laid out by the Montana Accord [Annex 1, Article 4].

Henry Refuses Checks on Power

But negotiations broke down on Aug. 2, when Henry’s negotiating team and Henry himself refused to discuss terms for a transitional government that would include checks on his power and a return to three branches of government. That is what’s different now, and what makes this moment so critical for Haiti’s chances for democracy and stability. Henry must not be allowed to use his support from the international community to continue to concentrate all powers under his exclusive — and failing — leadership.

I would bet that Abinader is paying him PLENTY! IF not - then he SHOULD BE!
Abel has probably been one of the most outspoken advocates for controlling the entrance and deportation of Haitians in the DR, so the president probably hasn't even talked to him.

Mountainannie is a respected contributor of many years to this site, whereas you are apparently a new member. Even if you disagree with her, maybe you should be more polite.
Seniority in the forum doesn't overtake physical reality. Considering I'm from a border province, I can pretty much say that anyone that thinks a border isn't needed, regardless of time spent in the forum, lacks understanding of the situation.

Sunday evening September 11, 2022, in his address to the Nation on the general situation of the country, Prime Minister Ariel Henry took, among other things, the commitment to put the country in electoral mode before the end of 2022... specifying "[...] The time is over when one can attack power and impose one's will on the Haitian people by force. Those who are afraid of elections must know that they have no chance of achieving the leadership of our country. In 1987, the Haitian people made the irreversible choice of democracy. Ariel Henry also announced the upcoming adjustment of the prices of petroleum products at the pump, currently subsidized by the State to the tune of more than 50 billion gourdes...

The Prime Minister affirmed that the State will launch social appeasement programs and mobilize 3 billion Gourdes for this purpose...

This looks like a serious turn in DR/Haiti relations. But, I am not an expert. Others with more expertise can comment. I have not followed all this closely as the internal chaos has so far been contained mostly within Haiti. Except, of course, the long term crossings of the border and occassional violence there. With this shutdown of direct diplomatic contact and financial transactions, it seems it makes the situation worse. But, the DR has to do what they see is necessary for internal affairs within the DR.
