The answer to your question can be found in the book "The Uses of Haiti" by Paul Farmer. I cannot recommend it highly enough.

Chomsky and Farmer were both supporters of #Aristide

At the end - the gov't of Aristide turned into a Narco State

But - for those who are interested ----

Haiti did NOT get poor all by itself...

I've long felt that every school in Haiti needs to include an anti-corruption class in every grade level that teaches children from 1st grade on what corruption is, the various ways it is carried out in every day life so they can recognize it, basic ethics, etc., with each grade level getting age appropriate education in how bad it is for the country, the economy, and how it impacts their lives and future.

For what it's worth, Haiti actually moved UP 2 points from 2020. Rated 164 out of 180 countries. https://www.transparency.org/en/cpi/2021/
Two other countries must have gotten worse...

USAID is currently supporting pre-election activities that are intended to lay the foundation for upcoming legislative and presidential elections. USAID is providing more than $3 million to the Consortium for Elections and Political Processes Strengthening, which includes the National Democratic Institute, International Republican Institute, and International Foundation for Electoral Systems.

The NDI and IRI are funded by the US gov't to the respective two political parties. and

Of course, but what BENEFIT is it to the US now to keep Haiti in the position of one of the worlds worst?
NONE
the history of the overthrow of #Aristide - which most folks believe was CIA backed ---
and the fact that he was the first democratically elected leader
Plus - A Liberation Theologist
And then - essentially a narco thief

Was followed by that of #Preval - who I believe served twice - under Tidid (the nickname for https://en.wikipedia.org/wiki/Jean-Bertrand_Aristide
