I don't agree that there is anyone anywhere at any time soon that is capable of that in Haiti.The only Haitians that are capable of building a workable government in Haiti, are part of the Haitian diaspora. And those folks are never going back!! The future looks grim there! The D.R. is looking better and better. The Dominicans should get that wall built quick.

Most of the gold deposits found in the DR were discovered in the last 10-20 years and most are currently not mined. Hispaniola already has the most gold deposits in Latin America and there still is probably more gold deposits to be discovered. The belief that lasted centuries that most of the gold on the island was exhausted in the 1500's turns out is nonsense. For that to happen two things need to take place under a UN controlled Haiti:
A) A national referendum asking Haitians if they want to become part of the DR but as an autonomous state (keeping the designation of Haiti).
B) The complete clearing of the foreign debt for both Haiti and the DR. Since funds have to come from somewhere other than charity to get the economy going. Coupled with a significant grant funding the basic infrastructure projects under the DR administration.
If Haitians accept in enough numbers of registered voters, the first step is issuing ID cards to all Haitians and keeping the civil registers separated for each country.
Then public order and benefits card like used in the DR for the extreme poor and destitute. Free meals for all students and Spanish as primary language in all education levels.
After that, all possibilities are unlimited for Haiti under a DR constitution and administration.
When Haiti achieves parity or God bless it, even better than the DR side in all levels of indicators, a new referendum asking Haitians if to remain under DR administration or fully detach once again, should take place.
For the DR the benefit is a new equal size market it can expand to quickly. For Haiti is development under a stable administration until it gets itself together.
The hard sale would be the plan to the Dominican People... very, very hard...

It's also assuming that most Haitians would agree to being subjected to Dominican rule. That is a grave error.
Look what happened during the 2010 earthquake when the Dominican army was getting ready to send many soldiers to help in the rescues in Port-au-Prince. The then president Preval made very public his worry of having the Dominican military in Haiti and in the end, the Dominican military couldn't go past the border. There was no problem with the presence of military men from other countries, only those from the DR. Gee, what was the fear? That Dominicans might take over and rule them? Why does being ruled by their closest neighbor causes such reaction?
