that number is to high... many when back to Mexico.........
The US policy worked then. The Lat Am countries also have to figure it out then. If they let anybody fly in as visitors it’s bound to happen.

I guess my main question is what did they think was going to happen? Coming across illegally what did they think? I know desperation over clouds thinking but what were the options?

U.S. expulsions of Haitians may violate international law - UN refugee boss​

That wouldn't actually be surprising. There are plenty of case of US violations against international conventions. Having said that, I heard on the news that most of them are being allowed into the U.S., and for women, all you have to do is say you're pregnant to stay.
