We double checked about your request on what a foreigner has to do to practice medicine legally in the DR. Dr. Angel Beras, legal advisor of the Dominican Medical Association (asoc.medica@codetel.net.do), explains you will have to undergo the following steps:
1) Become a legal resident (see Ministry of Foreign Relations web site at www.serex.gov.do -- under SEREX/services) or Russin Vecchi & Heredia Bonetti FAQs at www.rvhb.com
2) Apply for a "rev?lida" through the Ministry of Foreign Relations and the Universidad Autonoma de Santo Domingo (the state university) in order to validate the pensum you studied with that in effect here. Some tropical medicine studies may be required, which you will have to take.
3) Do a year internship "pasant?a" at a public health system facility (IDSS or SESPAS).SESPAS has a web page at www.saludpublica.gov.do and their email is sespas@codetel.net.do
4) Apply for your "exequatur" or government permission to practice, granted by the Presidency. This is a routine procedure for those who have met the requirements.
