I've been led to believe that I need the Hep A vaccine and a certificate before I can enter the DR. Can someone confirm or deny this?

no, no vaccine or certificate is needed to enter the DR.
But, if you apply for residency then there is an HIV test.

Quite apart from that it is a very good idea to get a shot preventing hep. A. Contrary to other kinds of hepatitis this can spread through food or water - no body contact is needed.

It is not as severe as some of the other kinds of hepatitis but unpleasant enough. And it is easily prevented. One shot of immune globuline will do the trick. Then it will only protect you for a couple of months. You can get other vaccinations that will protect you a lot longer.
