In the DR your Cedula is where your credit report resides. Residents from other countries who do not earn income here in the DR would need to apply for credit using history from their originating country. For example, USA cititens would pay a fee of $25 at the bank in which you seek a loan to have your USA credit report run. You also need to supply tax returns, income statements, social security #, passport, and valid DR residency. It can take several weeks for approval.
