How drivable is Highway 45

Has anyone traveled highway 45? I like to know can you drive from San Juan de la Maguaga to Monte Cristi. Like to know if the road drivable. Or is the road for 4x4 only?

I never drove it but.....portions of it follow the Haitian border and you are likely to encounter a lot of police road stops and checks. I thought I heard you need a permit to drive it but you can probably buy that there. Better get updated info, mine could be outdated or wrong.
