There are online directories with advanced search features. You can put whatever information you have in the advanced search fields, and you might get phone numbers that match the information you have given.
OTOH, at many homes there are only mobile numbers, possibly pre-paid, and those directories may not cover that.
Then again, if you have the address and think the people there actually want to talk to you, you may want to contact them via snailmail and ask for a phone number or email (cross your fingers).
Years ago there were paginas blancas in DR , both physical and online that worked fine. Since a long time it's only yellow pages (mandatory by law to be published in a book) and online (with a crappy search function, worse than the one on dr1).
The existing so called online options to lookup phone numbers or do a reverse look up do not work well if at all. More chance by typing the address in Google and see if something comes up.

I have no idea how good their data base is (may or may not be updated, (in)complete, etc., etc.).
