Indotel steps for activating cell phones

The Dominican Institute of Telecommunications (Indotel) announced on Thursday, 14 January 2021 the procedure to activate a cell phone line, in compliance with Resolution 070-19. The activation now requires in person appearance at the office of the service provider or authorized distributor. Once there, the person needs to present an identity card, passport or residence permit, and data be validated with the Central Electoral Board (JCE) and other authorized databases. Companies are required to have a National Taxpayer Registry (RNC) number.

Next, the photograph of the person will be taken with the ID card.

The service provider must register the IMEI, the international identity number of the mobile device, and associate the number to the phone’s SIM card.

The beneficiary of the service then must sign a contract. The signature will be compared with that...

This will not reduce phone theft at all. There are service places which will wipe clean IMEI number. And you just go and activate number with a clean IMEI and then use the number at phone with wiped IMEI. Unrecognizable to the phone company the IMEI had been wiped... Same thing as using fake software serial number
