Wondering... how many gov't people of all sectors and levels who were not on the job visited the extremely popular club for their own entertainment, enjoyment? These people would have observed the risks of its environment and yet did not see evil, hear evil, of speak evil of this site. Fatalism!

Totally agree PJT. Fatalism, God’s will, Stoicism, call it what you will. It is one of the underpinnings of previous and current government management in the DR. Reflected not only by the causes for the disaster but also in the President’s public announcement about no inspections required. I was shocked when he announced that. It’s a blatant admission of negligence and guilt.
The negligence is reflected in many other ways not just past and current disasters, also by lack of enforcement of highway rules and the resulting death rate, one of the highest in Latin America and the Caribbean. Also by the lack of proper investigation procedures by the enforcement agencies, lack of proper municipal planning and development, lack of concern for the dependable delivery of basics like drinking water and electricity.
The role of any elected body is peace, order, and good government. A high bar yet to be achieved in the DR. Let’s see if this disaster is the catalyst for significant positive change in DR governance. My realistic side says no to major changes but my optimistic side hopes for signs of small positive steps.
