Retired Major General Juan Manuel Méndez announced on Saturday, 9 October 2020, that he has tested positive for the Covid-19 virus. Méndez is the executive director of the Center for Emergency Operations (COE). After he was retired from the military, President Luis Abinader asked him to stay on during the remainder of the hurricane season. Méndez has been the director of the COE for the past 15 years.
