Landlord Issues
I've had my deposits returned a few times. I even got a ,not sure what it's called, severance payment. Money to help me move from one place. Never had a deposit kept.
I have had 3 Dominican landlords return my deposits, so there's that. Two others whom I asked to inspect the property ahead of the delivery date then agreed to let me live out the deposits.
You asked for advice and you got it. Just because you don't agree with it does not give you the right to bad mouth everyone on this forum.
Quit being a Karen and go help you sister move

I personally know several foreigners that received their deposit back. Again, it all depends on who you are dealing with and your approach to the situation. There is no shame here at all.
My Dominican landlords have always bent over backwards to accommodate me in this country. If anything, I was the PIA. I did have Ukrainian landlord in Cab once, he was impossible to live with. Ex military. That said, they were very fair when we parted ways.
