Maybe a good idea, but for some reason not used. Never seen anyone used it. Instead, they have hired guards to halt traffic when the people want to cross. Funny and tragic at the same time.

Anyone who knows why?

And of course like the whole project the crossing is of no benefit to the locals. Never intended to be.

Apart from the new nice sidewalks, as @drstock mentioned in another thread.

That walkway is only available from the 2nd floor of the hotel buildings and is not accessible by the general public. The complex on the south side of the street houses the Presidential Suites and on the north side of the street, the Royal Suites and the restaurants. Two distinct accommodation classifications and the patrons on the south side have no real reason to cross the street except for meals - since there is no real beach at that location.

Guests booked in by tour operators will probably venture outside the complex, but Lifestyle members rarely will. Members have everything they could possibly want provided for them onsite. Most of them have been to the DR so often that Cabarete has nothing of interest to offer except for a walk down the street to see what has changed since the last visit or to walk the public beach. Members are primarily travelling to Lifestyles for the service and accommodations and really shouldn't be lumped in with your average AI tourist on their one or two yearly vacations.

It appears that many guests staying in Cabarete Lifestyles come from Quebec. How can I put this tactfully? They are very careful with their money!

Everyone is careful with their leftover money...they've given most of it to Lifestyles already. :)

So their Lifestyle is sitting by their restaurant and their pool, looking at Cabaretes active lifestyles in the distant.

At least they have a nice view, Cabarete still have a good beach but not at Lifestyles place

Because people can't be bothered to go upstairs to use the bridge?
