Nah. I mentioned the Cibao region of the DR because it still maintains traditional, cultural, and historical values more so than Santo Domingo, the capital. That may be because the city of Santo Domingo has become very modernized throughout the years, and has done so faster than the rural areas of the country.
I believe modernization and education are closely related. And the more modernized, educated and open-minded a person is, the more likely he or she would be to have liberal views, question authority (read: parents), tradition, and able to change societal norms for him/herself. Also, it is less likely he or she would hang on to traditional or familial values imposed by society throughout the years. In my opinion, that is the present-day status and mind-set of women in Santo Domingo, and you'll be luckier there.
In no way am I saying Cibao women are less educated. But, believe it or not, you can still meet college-age and college-educated girls there who still want to (and at times, must) remain virgins until they marry, and their families are fiercely protective of this. Chaperoned-dating is still strictly enforced. (Is that what you're looking for?) How's that for solid traditional values?
If you're looking for something a bit more balanced, I suggest you go to Santiago. Located in the Cibao region, it's the DR's second largest city....and the majority of the girls are level-headed, sweet, and beautiful.
