I would think the legal ones yes and the illegal no.
I've not crossed the border into or out of Haiti. Is there not some paperwork from the DR side, just like or similar to when we fly in? What about the ferry to Puerto Rico or if you arrive by boat or your own plane?

Don't know about border crossings but coming here flying private has the same customs requirements as commercial flights.

They already collect it/have it from everyone that flies into the country on an airplane.
That has zero to do with trying to collect biometric data from Haitians already in the DR. Most of them are here illegally and the government cannot even estimate how many there are.

The new plan for Haitians is to collect Biometric data from all Haitians in the DR. If they are here illegally, the DR government already stated they will be deported. Since most Haitians are here illegally, good luck with getting them to enter offices for their Biometric data to be taken. A fiasco of a plan, it is.

I believe that there is major if incremental change coming in Education. It takes time and planning. How long did it take to get all day classes? Eons it seemed. They would have to find and recruit and educate thousands of teachers, then find the funding for all that beforehand...

It's going to take years.
Sadly the rest of the world isn't going to wait for this country to catch up.

Will be interesting to see how many "illegals" they round up and deport going forward. I have noticed many of the stalls operated by Haitians in the central market were closed the last few times I passed thru it. Perhaps this news is spreading.

That's one way, perhaps an accurate way of putting it.

I understand what you've posted and see little good to keep being negative about something that we have not granted him enough time to change, yet. He's clearly and openly working on many things that need fixing so why not acknowledge that and cut him some slack? He's already done more than anyone else in the last 20+ years so let's give him a more realistic amount of time before declaring him a failure.

It would be very odd and a security risk for them not to be checking passports and visas and so why not have the same paperwork that the rest of us must do at land crossings? That would not make sense even in the DR way.

The land border with Haiti has always been run like an extortion business. Bribes and under the table payments have been par for the course for several generations. It's no secret to anyone who's lived here for more than a few years.

It goes both ways. I can tell you countless stories of gringos who were living here in the DR or vacationing who got themselves into some sort of legal "situation" and quietly headed straight to the Haitian border and hopped on the first flight out of town.

I was not in any way referring to Covid issues. I'm all for masks and social distancing and had a lot less issues with the curfews than most gringos.

I hope / don't think that ignoring of some laws, partying and mañana attitude are going to change much. That's what it's all about for me. If it changes I'll be off to another island ;)

They would have to find and recruit and educate thousands of teachers, then find the funding for all that beforehand. That will take years just for the staffing. The teachers and counselors that I know seem to think that change is coming so it may be that we can't see it yet and it's too far off to really promote. We'll see, eventually.

What's your Nationality?
(and yes it matters)
Keep in mind there is a protected zone at some border crossings
within the DR once you cross from Haiti.
I believe it stretches about 16 kilometers.

A good friend of mine worked with immigration at Santo Domingo airport, admittedly it was many years ago. But she has told me stories of how she asked her boss about who was clearing a particular private jet that had landed, and her boss swore blind that there was no such plane. She must have been seeing things, move on, if you do see a plane like that, just presume that plane doesn't exist at all. I think there is / was a fair bit of that happening at SDQ.

Not necessarily. I know for a fact that private jets have landed without any type of "immigration review". It may make a difference where the flight is coming in from but yes there have certainly been private flights that have landed without the same "immigration review" as commercial flights. I have actually been on one.

I fly private all the time. If the flight is International you must go through customs. Non-International NO...................

I once sat in first class on Iberia next to a lovely old lady who chatted to me on the way from Madrid. It turned out she was the mother of one of the important guys, I won't say who but he is very powerful. She had uniformed escorts as we left the plane and she invited me to walk with her. We bypassed all the lines for immigration, one of them took my passport to get it stamped. They asked me to describe my bags so they could find them quickly, then they were barking "buscalo rapido" on the radio. And as soon as the bags came out we literally walked straight past the customs lines and the customs people. Zero idea of any type of check. I just wish I had taken her number, I regret that almost every day.

I've seen similar situations on quite a few occasions.

I have had the same. But they always checked and stamped my passport. They never have checked luggage though.

As we were whisked through immigration, I said to the escort "I need to get my passport stamped" and he said "Ay si señora, dejeme por favor" and he gave my passport to one of the ladies who did the necessary. I don't think my VIP lady even showed her passport to anyone.

I have had the same. But they always checked and stamped my passport. They never have checked luggage though.

I always pay a maletero and always mention when we are waiting for the bags to come out that I don't want a long customs inspection as I'm tired and have a driver waiting. They usually disappear for a few mins and when they return they say it's been sorted. I never have anything dodgy in my bags in any case, just don't like the hassle of a customs check.
