you are doomed for now. if your roof is concrete then tearing it up and replacing is not the best idea. you cannot even begin to imagine the cost and trouble. we discussed water issues of roofs not that long ago...
in any case you need to wait until it stops to rain. then you clean the roof, give it a good scrub. wait until dry. paint with the sealant, as said in a previous post. it has to be a very dry day for this because the roof needs to be bone dry and the paint needs time to dry too.
we use this weird rubber like paint on our roof. needs to be redone every two years (see post above). you are very close to the ocean so you may even want to consider once a year, i don't know. it is always better to give maintenance then fix anything.
if you think there may be any structural damage to the roof have an engineer look at it. maybe it needs more serious work. does not hurt to check.
