Borrow an unlocked phone for a few minutes and put the SIM in it. Go through the WhatsApp setup procedure on the locked phone and the WhatsApp code will be sent to the unlocked phone with the SIM in it. Enter the code in the locked phone and WhatsApp should work on it.
Being able to use WifI is not sufficient to know if it is unlocked. Putting in a SIM card and it working without issue is sufficient to know that it is unlocked. Does this mean it is unlocked. I tried to replace the sim from my other 2 throw away DR cell phones but they are too small and do not fit. If I ask Claro for a new sim, that fits, do you think that will work or is there more to it.

Windeguy--why don't you buy a Skype number (can get one for any country) and try that? It's only a few USD and it may solve your problem with being able to use Whatsapp without unlocking the phone.

I brought in a relatively inexpensive Samsung that was carrier locked(T-Mobile). It was advertised unlocked. Two places both said it was impossible to unlock it until the contract on it expired. Would a TurboSim work? How much do they cost?
