The Senate of the Republic approved this Tuesday in second reading the
bill to control the sale, supply and consumption of alcoholic beverages , which, if enacted, will
prohibit the consumption of alcohol on public roads .
Article 52 of the initiative proposed by the vice president of the hemicycle, Santiago José Zorrilla,
prohibits the consumption of alcoholic beverages obstructing the public thoroughfare, sidewalks, streets, avenues or parks , "disturbing the tranquility of the institutions determined by this law as sensitive."
"The people who incur in the violation of this article will be sanctioned with a fine of one to five minimum wages in the public sector", establishes the legislative piece that will be known in the Chamber of Deputies.
With the approval,

The bill
also prohibits vehicle drivers from bringing uncovered alcoholic beverages into the passenger area.
In accordance with article 48, if the bottle has been opened, it must be moved in the trunk of the vehicle. "People who violate this section will be sanctioned with a fine of between five and ten times the minimum wage that prevails in the sector."
Another article
would affect motorcycle drivers, who will not be able to carry alcoholic beverages, even if they have their factory stamp.
According to the General Directorate of Internal Taxes (DGII),
in the country there are 2,695,457 motorcycles of which 1,013,491 are in Greater Santo Domingo (GSD).
Hours to sell alcohol
The bill would replace the current resolution that establishes hours for the sale of beverages. In this sense,
businesses must sell from Sunday to Thursday from 6:00 a.m. to 12:00 midnight , while on
Fridays and Saturdays the sale will be allowed from 6:00 a.m. to 2:00 p.m. : 00 in the morning.
The Ministry of the Interior and Police will be empowered, exceptionally, to grant an extension of the established hours. Overtime authorization may not extend more than two hours per day.
For the temporary dispensing or supply center whose duration will not exceed 30 days in a period of one year, there will be special hours, with prior authorization in accordance with the established law.
The Ministry may reduce the hours established in the law, either temporarily or permanently , when, according to its criteria, the public interest is affected or any violation of those established in the law is committed.
The bill establishes administrative infractions that can be penalized for non-compliance with license conditions, accumulation of garbage in outlets, sale of alcohol in unauthorized places and sale to minors.
The legislative piece indicates in its second recital that alcohol intake is among the main addictive substances that generate social concern, becoming one of the causes of death with the greatest impact in the national territory.
It also refers to the fact that the sale and excessive consumption of alcoholic beverages in inappropriate places and times increases the probability that situations will be created that endanger human health and life.
