Which is why I stifle a chuckle every time I see someone building close to the high water mark on beach frontage. I don't see many locals doing that.This is how Playa Alicia started. Not that long ago.

the hotel offers better amenities/facilities than most of beaches in DR: there is a restaurant, drinks bar, clean bathrooms, pool. and putting few umbrellas in the sand to provide shade costs next to nothing.
That might be a low tide pic but it does look like it's growing a little. The hotel folks have to be ecstatic about that. Playa Puntilla?

If I were a business owner, and something like this just popped up "my backyard", I'd hate people coming in and out as they please, just to have access to it.
No shade? No problem! People will find a way to set up a "lona" tent and throw endless "espaquetadas". It'd end up all littered in no time!
Sounds like the hotel charge is illegal. Hawaii has a law that allows beach goers to walk thru the hotels for free beach access. Personally I think beach should be free. How does a family with kids in a poor country afford the ten dollars each. The hotel does not own the ocean and should not be allowed to prevent people from swimming. The 10 dollar charge looks like a way to stop people rather than raise money. Just my view but all beaches everywhere should be free for everyone to enjoy.
