Soon the police (according to the press) the PN
will be able to scan a cedula and see anything and everything
about the person it belongs too. From date of birth, to restraining orders,
to criminal history, to what type of insurance you have, to any outstanding fines you may owe.
I would also assume this is the main reason they recently made the announcement
all legal foreign residents can now obtain their cedula (in theory) without any hassle.

Many more parents will pay attention to their children if they knew that they will pay the consequences. Parents will start disciplining again and remember that they are parents not friends like the good old days.

If only.

First you need some fathers to legally acknowledge that they are the father before you can enforce such a law.

Second, it is impossible (at least for many fathers) to start to enforce discipline when they have multiple children by multiple women in multiple places.......both inside and outside the country.

That's Haitian as well as Dominican. I've heard some multiple wives and multiple kid stories way too often.

If you can not take full responsibility of children up until they are 18, don't procreate.
You have the obligation to feed and clothe and educate them, and that includes for their safety and those your child might harm.

The world isn't a Monty Pyton film on dropping babies and going on like they don't exist:

As the father of three adult children I can tell you it is very difficult to stop a teenager 15 and older from doing something they want to do. When they are 17 or 18 they are adults in every way but legally.
If you had a family member as the victim of the crime you would want the blame laid right where is belongs.

By the time kids commit crimes and get caught it is rarely the first time and the kid has been a problem to the school, community and even the neighbors for ages.
Raising kids is rarely easy but someone needs to shoulder the blame for juvenile behavior.
If not the parents then who?

If the DR wants to be a first world country it needs to adopt first world justice with laws to determine responsibility and restitution.

In most jurisdictions the financial amount that parents are held to for criminal or malicious acts by the children is limited in dollar value that is most cases would not cover the cost of replacement or repair. In places where they have Parent responsibility laws parents have a legal duty to take reasonable steps to supervise their minor children, and if they fail to fulfill that obligation, and the child ends up causing harm to another person or to property, the parent is legally (usually that means financially) responsible. Not a cut and dried law that will always find the parents guilty of not carrying out their responsibilities.

This is all well and good. Parents are responsible for their offspring and should be held accountable. This isn't my grievance with this court ruling it is the pretext used by the court to adjudicate the parents. My issue is specifically with the "...cuando la culpa se atribuya a la falta de vigilancia" . This criterial isn't objective and should have been used as the reason for the judgement. Again, in my view it sets bad precedent.
