The referenced article says it will be done in phase II, with phase I being the SD-Santiago train.
This is old news as there was a promo video put out about it in 2022.

Needless to say, the SD/Santiago train route has been "talked" about for at least a decade and supposedly will be built/completed before any tourist train to Punta Cana........and that will likely not be for at least another decade........if ever.

And this is supposedly being funded privately, at least that is what I was told.

It could be done........but it might have more of a chance if it were a government project with financial backing from the worlds development banks, etc., much like the metro...............but independently???????

Train from Santa Domingo to Santiago would be a big hit with the bus company's and others, it won't happen.

We're still waiting on the Amber Highway and the Cabarete Bypass. Total pipe dream. Sounds like a scheme to sucker in early "investors".
You are probably right, but the one difference is that the north of the country is always the poor relation when it comes to any development, compared to Punta Cana.

US$ 3 Billion.....with that dough you can buy the complete DR (with a coupon)
The SD Metro is already at about US$2.4 billion without taking into account the actual amount of each line in today's dollars starting with the first one, operational costs of every year, the costs of the added train cars, maintenance costs of every year, the cable cars lines cost, the monorail and cable cars line in Santiago costs, and the cost of the current extension of the 2nd line of SD Metro which is over budget and growing.

That is just the SD Metro, ST Monorail, SD Cable Cars Lines and the ST Cable Cars Line. The government spends a lot of money every year on other things too from road construction/maintenance to creating new hospitals and remodeling the old ones, nothing of the police is free, CESFRONT cost quite a dime too, etc.

The Dominican government has a yearly budget that surpasses US$8 billion. That is just the government, but in reality there is the private sector too (formal and informal.) The DR as you see it consumes a pretty penny from everybody year in, year out. Despite that, it's still not enough due to its developing situation. If it was a developed country it woukd consume more!

How about if the government first gets a reliable electric and water system working in the country before building a train to get the rich from Santo Domingo to Punta Cana easier so they don't have to drive?

This is more about tapping into the tourism honeypot. There is also that proposal from the German company floating around to build q monorail from Haina to Caicedo carrying people in the daytime and freight at night. This could potentially be extended to Punta Cana.

I'd like to see some numbers on how many A.I. tourists in PC really want to go to SD(?). Also, where is the station in SD? Other than the CZ, is there any place worth seeing in SD for a tourist?

The complaint I hear from those visiting Punta Cana looking to visit Santo Domingo is the distance. Most of the tours offered are to the CZ, not sure where else.

Definitely the CZ, but I’d add Los Tres Ojos, the Botanical Gardens, lunch at one of the malecon restaurants, a quick photo op at the Trujillo monument or the Faro Colon.

You and Mr. AE should hire yourselves out as tour guides. I'm convinced the 2 of you have a wealth of knowledge about the capital and its suroundings.

I don't understand that complaint. I don't go to London and then complain Berlin is too far
For those who are staying at the resorts in Punta Cana, a day trip to Santo Domingo is a long day, away from the resort. There are those who go to Punta Cana that just stay at the resort, not looking to venture outside the grounds. Then there are those who want to see what the DR has to offer outside of the resort.
